Responsibilities

Reporting to the Manager, Taxation and Insurance, the Senior Compliance Officer (Officer) is responsible for collecting territorial taxes from individual and corporate taxpayers fairly, efficiently and effectively. The Officer monitors payments and investigates taxpayers to ensure they meet all registration and remittance requirements under the Acts. The Officer works with others within the Government of Nunavut (GN) (e.g., property assessors, payroll officers, etc.) as well as individuals outside the GN (municipalities, firms, lawyers, etc.).

The Officer investigates possible cases of non-compliance (instances of non-payment, underpayment, failure to report, etc.) and issues warnings, penalties, and interest charges, accordingly, involving management when appropriate. The Officer works to recover revenues owed to the GN. This could include verifying tax records, gathering and assessing evidence, and recommending to management how to proceed.

The Officer works with taxpayers and industry participants regularly, and so is one of the few within the Department of Finance who interacts directly with the public. As such, Officers are responsible for representing the Department and GN to taxpayers, which requires professionalism, knowledge and integrity. As part of the Office of the Superintendent of Insurance with the Department of Finance, Officers help regulate the territorial insurance industry. In particular, this involves licensing over 1,500 insurers and insurance intermediaries each year. As part of the wider team, the Officer contributes to other initiatives as required.

The Officer will administer Nunavut’s tax system, enforce Nunavut’s tax acts, helps regulate Nunavut’s insurance industry, and as part of the Fiscal Policy Division will work closely with others in the Division, respond in a timely and professional manner with requested technical information and advice, help draft briefing notes, and maintain professional proficiency.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through:

A College Diploma in Business, Accounting, or related field from a recognized post-secondary institution with a minimum of three (3) years’ related experience.

Previous experience working in the tax or insurance fields is an asset.

This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
