Must Haves

The resource will build upon existing Conceptual and Logical Data Models and assist with:

  • Continue data prototyping to validate Conceptual Data Model (CDM) recommendations.
  • Refine and enhance the Logical Data Model (LDM).
  • Support MECP's Data Migration Strategy and Plan.
  • Assist with Alpha phase prototyping and proofs of concept.
  • Support development of enterprise architecture artefacts for Architecture Review Board (ARB) submission and Architecture Gate Point 1 (AGP1).

Project Background

The Environmental Monitoring and Reporting Branch (EMRB) of the Ministry of Environment, Conservation and Parks (MECP) manages province-wide environmental monitoring and modelling initiatives covering:

  • Air
  • Water
  • Terrestrial conditions
  • Environmental sampling
  • Data collection
  • Analytics
  • Open data reporting

Current systems are aging, fragmented, and no longer meet modern business or OPS standards.

The INSITE modernization initiative aims to replace legacy systems with a modern platform utilizing:

  • Microsoft Fabric
  • Databricks Lakehouse
  • Java
  • Angular
  • ESRI GIS
  • Modern analytics and reporting tools

Responsibilities

Data Architecture

  • Develop and implement enterprise data architecture.
  • Define enterprise data flow and distribution.
  • Determine database locations and access patterns.
  • Align information architecture with enterprise strategy.
  • Define common business vocabularies and data standards.

Data Modelling

  • Continue validating and refining existing conceptual and logical data models.
  • Support Logical Data Model evolution.
  • Support enterprise information architecture activities.
  • Ensure adherence to modelling and normalization standards.

Data Migration

  • Develop and support migration strategies.
  • Create migration plans and data mapping approaches.
  • Analyze legacy datasets and migration requirements.

Architecture Governance

  • Develop enterprise architecture artefacts.
  • Support Architecture Review Board submissions.
  • Contribute to Information Architecture Documents (IAD).
  • Support AGP1 architecture gate reviews.

Alpha Phase Activities

  • Data prototyping.
