The Opportunity
Under the supervision of the Manager, Client Services and in accordance with Nova Scotia Provincial Housing Agency- Western District collections procedures, the Collector is responsible for the collection of rental arrears and tenant charges. The Collector provides financial guidance to tenants regarding arrears with the goal of maintaining tenancy and reducing the volume of arrears and write-offs.
What you'll do
Responsibilities
- Monitor and maintain records for all current tenant accounts for arrears for all portfolios under the management of NSPHA.
- Contact tenants by phone, letter or in person to get tenant repayment commitments and account status
- Advise and work with tenants to ensure they are aware of all payment options and are using the best payment method for their individual situation, i.e. trusteeship, pre-authorized payment, telephone or internet banking, post-dated cheques, etc.
- Initiate direct pay procedures for Opportunities and Social Development Income Assistance Clients who fall two months in arrears.
- Manage Residential Tenancy Program matters by recommending mediated settlements or evictions where needed, preparing and serving required notices and documentation, representing NSPHA at hearings, and submitting materials to the Residential Tenancies Board, Small Claims Court, and Sheriff Services to obtain Orders of the Director and Judgments.
- Provide monthly statistics outlining number of clients in arrears, verbal agreements, mediated agreements and monthly goals.
- Manage all aspects of former tenant arrears including liaising with process server, collection agency etc.
- Other duties as may be assigned.
What you'll need
Qualifications
Must Have
- Grade 12 or high school equivalent plus two years post-secondary training related to the position and three years' related experience or an acceptable combination of training and experience.
- Knowledge of Housing Authority collections, small claims court and personal bankruptcy procedures.
- Familiar with the Residential Tenancies Act and Housing Authority policies and procedures.
- Intermediate to Advanced knowledge of desktop software including Microsoft Office and Yardi Property Management software.
- Excellent organizational skills to monitor, track and follow-up a high volume of client accounts.
- High level of motivation and the ability to work with little supervision.
- Excellent judgment and strong communication skills to communicate verbally and in writing with a diverse tenant population and provide written reports and recommendations to Supervisors Client Service and Manager Client Service
- Client service oriented.

This position requires a valid driver's license and access to a reliable vehicle. Occasional travel within the Western district is required.
