Job Summary:

The Senior Database Administrator is responsible for managing and upgrading Oracle database environments as part of a critical evergreening initiative. This role involves overseeing the full technical stack upgrade for business-critical applications, ensuring database performance, security, and compliance with digital and data strategies. The position requires expertise in both cloud and on-premise environments, with a focus on Oracle database administration, migration, and optimization.
Responsibilities:

  • Create, implement, and maintain physical database designs and administer DBMS including optimization, capacity planning, installation, migration, performance tuning, backup, and recovery.
  • Maintain and monitor Oracle databases (10g, 11g, 12c, 19c, 23c) in large multi-tenant environments.
  • Design, build, and configure Oracle Database Servers across Windows, Solaris, and Linux platforms.
  • Ensure database security and auditing controls to meet security and privacy requirements.
  • Provide technical expertise during design and architecture phases of new solutions.
  • Lead enterprise Oracle migration projects to upgrade to version 19c or higher.
  • Plan, manage, and coordinate complex system implementations and data refreshes in non-production environments.
  • Provide expert support and guidance for production database systems and troubleshoot complex database issues.
  • Support and maintain databases in both cloud (GoCloud) and on-premise environments.
  • Implement advanced Oracle features such as TDE, Data Guard, RAC, OMS, and OEM 13c.
  • Manage replicated database environments and migrations.
  • Document technical work to facilitate knowledge transfer.
  • Identify, analyze, and communicate technical risks and provide mitigation strategies.
  • Communicate effectively to address complex business and technical challenges.

Required Skills & Certifications:

  • Minimum 10+ years experience in database analysis or related IT roles.
  • Proficiency with Oracle database versions 10g, 11g, 12c, 19c, and 23c.
  • Experience with database optimization, capacity planning, installation, migration, performance tuning, backup, and recovery.
  • Experience in cloud and on-premise database environments.
  • Strong knowledge of database security and auditing practices.
  • Experience with incident, change, and configuration management procedures.
  • Proficiency in one or more operating systems (Windows, Solaris, Linux).
  • Experience with one or more programming languages and query languages.
  • Excellent analytical, problem-solving, communication, and interpersonal skills.
  • Ability to work effectively as part of a team and meet deadlines.

Preferred Skills & Certifications:

  • Experience with distributed data systems, middleware, and gateways.
  • Knowledge of cybersecurity vulnerability remediation.
  • Experience with Computer Aided Software Engineering (CASE) tools.
  • Knowledge of information management principles, policies, and practices.
  • Expertise in data warehouse design and Oracle OBIEE.
  • Experience with case management and ERP systems, including automated data distribution mechanisms.
  • Understanding of object-oriented analysis and design techniques.
  • Familiarity with Ontario Government Enterprise Architecture processes.
  • Experience in impact analysis, implementation planning, and patch management.
  • Knowledge transfer and documentation skills.

Special Considerations:

  • Must participate in ongoing knowledge transfer sessions and document all technical work comprehensively.
  • Work involves upgrading end-of-life Oracle databases to newer supported versions in compliance with security and privacy standards.
  • Role requires coordination of complex system implementations in both cloud and on-premise environments.
  • Strong emphasis on security, compliance, and risk mitigation throughout database lifecycle.
