The Health and Safety Specialist is responsible for implementing and improving the safety program at West Coast Reduction Ltd. (“WCRL”) Vancouver, WCRL Nanaimo and RNL Chilliwack. This role provides subject matter expertise, advice and guidance to employees and managers, and interprets and implements the legislation of WorkSafeBC (“WSBC”) and the Workers Compensation Board. The role will provide health and safety direction and support of corporate change to ensure regulatory compliance is achieved and safety performance is constantly improved. The Health and Safety (“H&S”) Specialist will also be responsible for coordinating the training and development of existing staff and safety training of new hires.

Annual Salary: $70K - $85K annual salary

SPECIFIC ACCOUNTABILITIES & RESPONSIBILITIES
Regulatory Compliance

Works with the various stakeholders to develop and implement procedures, standards, and guidelines for safety and risk management
Carries out inspections of workplaces and takes appropriate action to ensure compliance

Responds to and investigates concerns and complaints from employees and managers
Investigates accidents and injuries that occur in the workplace and implements corrective actions
Prepares various reports, documents, and forms
Supports the Joint OH&S Committee (“JOHSC”) by scheduling meetings, distributing minutes and developing action plans
Actively contributes as a member of the JOHSC
Acts as key contact for WSBC and employees regarding completion of WSBC forms
Maintains OH&S related statistical databases for incident records, safety observations, action plans, training records etc.
Ensures any compliance issues with safety legislation are brought to the attention of Management
Works closely with WSBC to ensure Return to Work plans are reasonable and provide follow up to ensure plans are managed appropriately with the returning employee

Training

Participates in the development and delivery of related education and training programs and dissemination of additional information
Identifies OH&S training requirements
Prepares and delivers training to current employees
Prepares and delivers orientation to new hires to the Plant to ensure they are working safely from the start of their employment
Ensures training for all employees is up to date and maintains training tracking records
Ensures safety Standard Operating Procedures (“SOPs”) are maintained, developed and disseminated as needed
Develops monthly safety talk information

Additional Responsibilities

Supervises and guides the Emergency Response Team
Coordinates fire drills and emergency evacuations and ensures any necessary corrective actions take place
Participates in Continuous Improvement (CI) initiatives as required including maintenance of the OSSE Certificates
Travels between assigned facilities on an as-needed basis
Adheres to the company Code of Conduct and all West Coast Reduction Ltd. policies
Fosters a positive team and company culture by ensuring treatment of others is respectful and aligned with company values
Performs other duties as assigned by Manager or Supervisor.

DESIRED QUALIFICATIONS

Minimum of three years' experience in OH&S within an industrial or manufacturing environment. Experience in lockout/tagout, confined space entry, WHMIS, machine safeguarding & mobile equipment is preferred
Completion of a 1 year certification in OH&S from a recognized institution or equivalent acceptable technical training in the field of OH&S or similar area is required.
Completion of a 2-year diploma program in OH&S from a recognized institution is preferred
Comfortable developing and presenting training materials

Working knowledge of the OH&S and WSBC requirements/legislation
Training and experience in emergency response, hazard identification, and WSBC claims process
Proven leadership abilities in health and safety
Ability to foster and maintain strong working relationships with Plant personnel and work alongside Health and Safety Specialists at other divisions
Excellent organizational skills and verbal/written communication skills
Ability to understand appropriate priorities
Strong analytical skills
Ability to generate, maintain and respond to key performance indicators
Aptitude in computer applications such as Microsoft Office
Adaptable to adverse conditions including confined space, heights, cold weather, odours and animal by-products
