Job Summary:
The Senior Software Developer will design, develop, and implement enhancements for the Criminal Law Division's SCOPE and e-Library applications. This role involves providing technical leadership, mentoring during a transition to agile SCRUM methodology, and ensuring integration with other Justice technologies. The developer will work onsite, delivering tested, high-quality software solutions aligned with government standards and supporting mission-critical enterprise applications.
Responsibilities:
- Design, develop, and implement enhancements to SCOPE and e-Library applications.
- Translate business requirements and functional specifications into working, tested software extensions.
- Provide leadership and mentoring during transition from Microsoft TFS to Azure DevOps and agile SCRUM methodology.
- Develop RESTful API services using ASP.NET Web API/REST API framework.
- Create detailed programming specifications, user interface designs, prototypes, and system documentation.
- Conduct unit, system, and integration testing; troubleshoot and debug code.
- Provide break-fix and change management support for mission-critical applications.
- Participate in project design sessions, application walkthroughs, and produce software architecture documentation.
- Develop user authentication and access components according to business rules.
- Prepare installation packages and deployment documentation.
- Ensure compliance with government security, architecture, technology standards, and confidentiality guidelines.
- Attend meetings related to project deliverables and support incidents.
- Transfer knowledge, including documentation, code, and research, to internal staff throughout the project lifecycle.
- Provide accurate estimates and progress updates for assigned tasks.
Required Skills & Certifications:
- Minimum 10 years of experience designing and developing complex enterprise applications.
- Proficient in ASP.NET Programming including ASP.NET Web API/REST API (all supported versions).
- Strong experience with.NET Framework 4.8.1, C#.NET, VB.NET, and SQL.
- Experience with JavaScript frameworks such as Vue.js and Angular.
- Skilled in developing RESTful APIs and using API documentation/design tools like Swagger and Postman.
- Experience in structured software development methodologies including both waterfall and agile models.
- Excellent analytical, problem-solving, verbal, and written communication skills.
- Ability to lead, mentor, and collaborate effectively in a team environment.
Preferred Skills & Certifications:
- Experience with Windows 10 and Windows Server 2016 or later environments.
- Familiarity with.NET Framework versions including.NET 5 and technologies like Windows Communication Foundation (WCF), Windows Presentation Foundation (WPF), MS Sync Framework, and Enterprise Library.
- Experience with Visual Studio, Team Foundation Server, and Azure DevOps Services.
- Knowledge of MS SQL Server (all supported versions) and database technologies.
- Experience with middleware, gateways, and information retrieval packages using SQL.
- Previous experience working with Criminal Law Division (CLD) applications or Justice-specific software in the Ontario Public Service (OPS).
- Experience producing detailed software architecture documentation and use case diagrams.
Special Considerations:
- Onsite work requirement with 7.25 hours per day between 8:00 AM and 5:00 PM, Monday to Friday, excluding breaks.
- Compliance with Ontario Government security procedures, architecture standards, and confidentiality guidelines is mandatory.
- Must adhere to the I&IT Directive and Operational Policy on Project Gateway Process.
- Knowledge transfer to internal staff is required throughout the project lifecycle.
Scheduling:
- Standard work schedule of 7.25 hours per calendar day, Monday through Friday.
- Work hours typically between 8:00 AM and 5:00 PM, excluding breaks.
- Assignment is onsite and requires adherence to scheduled hours unless otherwise specified.
