POSITION SUMMARY:

As a Health and Safety Officer at the Dufferin-Peel District School Board, your responsibilities are to plan, develop, implement, monitor and amend health and safety programs, policies and procedures, as well as provide training to employees at the Board. Your major role is to ensure that the Boards health and safety activities are in compliance with the Occupational Health and Safety Act (OHSA), Regulations, and codes, while maintaining an ethical standard of confidentiality, competency and integrity.

RESPONSIBILITIES (but not limited to):

  • Provide frequent interpretation and communicate the Occupational Health and Safety Act, the Industrial Regulations, The Ontario Safe Drinking Water Act, Asbestos Regulations Regulation 1101, First Aid and other related legislation, to staffs, to ensure compliance
  • Provides direction and advice to staff at all levels from Superintendents, Principals, managers on best practices, their legal duties and responsibilities as they pertain to health and safety for e.g. Workplace Safety Inspections, Work refusals and Due Diligence
  • Responds to and investigates work refusals, (situations which staff believe are life threatening), and facilitates the resolution of a work refusal, which may involve reviewing safety plans, discussions with Ministry of Labour Inspectors etc.
  • Responds to health and safety concerns of staff and/or parents, and resolves or refers to the appropriate official
  • Upholds confidential information as legally and ethically required. Information shared at meetings remains confidential and will not be shared with other Supervisors, Principals or staff
  • Develops and writes procedures to support the Board's Health and Safety programs, which involves research, analyzing information, and consulting with internal and external stakeholders (Fire Departments, other School Boards etc.), in order to prepare the procedures
  • Monitors and prepares reports and makes recommendations, where applicable to ensure the Board's compliance (i.e. MOL Blitz inspections)
  • Works with the Manager of Health and Safety to research and prepare responses to recommendations put forward by the Joint Health and Safety Committee
  • Develops, delivers, or organizes health and safety in-service trainings and refreshers for staff
  • Deliver workshops such as Ladder Safety, Basic and Advanced Custodial training, WHMIS, Violence and Harassment, blood borne pathogens etc. including the ongoing evaluation and updating of workshops
  • Co-ordinates and oversees the operation of the First Aid, Hearing Conservation, Non-Violent Crisis Intervention (NVCI), and AED program
  • Creates, prepares, writes and updates the content for training videos, booklets and/or brochures (e.g. Basic and Advances Custodial booklets, Health and Safety awareness video, WHMIS video
  • Provide onsite directions to staff on ergonomic practices during assessments
  • Review incident investigation and Employee Health and safety concern reports from all schools and facilities and follow-up with supervisors if further investigation is required
  • Maintain and update Automatic External Defibrillators (AED) adult and Pedi-pad for all Board facilities and the Peel paramedic system as a part of their Community PAD Program
  • Monitors and updates Health and Safety programs to reflect legislative changes or trends
  • Conducts cost analysis of proposed health and safety initiatives by researching and preparing reports for the purpose of developing a more cost effective program or environmentally friendly initiative
  • Participates in professional development to maintain CRSP certification and keeping up to date with trends, best practices and legislation
  • Investigates critical injuries, accidents and fatalities for potential major losses and reports findings to the Ministry of Labour and appropriate Union representatives, which includes recommendations for prevention
  • Reviews Employee Incident Reports, monitors trends, assists with corrective action, and participates in or leads any required investigations
  • Researches safety equipment, provides advice on their potential use, and collaborates with the appropriate stakeholders to obtain feedback, (e.g., gymnasium equipment, ergonomic equipment, review chemicals etc.)
  • Conducts industrial hygiene and other testing, analyzes the data, interprets and provides results (e.g., fume hood testing and relative humidity testing (sling psychrometer))
  • Attends and participates in Central Joint Health and Safety Committee meetings and in Joint Consultation Employee Relations meetings between the Board and its Unions/Associations, and is a resource to provide information on health and safety related grievances meetings. Researches and prepares documentation for these meetings
  • Assist manager with Board's Emergency Response Program
  • Co-ordinates and organizes the Board's Hazardous Waste Pick-up and Disposal program
  • Ensures all board generator sites are currently registered with the Ministry of the Environment as per regulation
  • Investigates new waste reduction/recycling initiatives to reduce costs and impact on the environment

EDUCATION/QUALIFICATIONS:

  • Post-secondary education in Occupational Health and Safety, Human Resources, Environmental Health, Public Administration, or a related field
  • CRSP certification is considered an asset
  • Minimum of three (3) years in Healthy and Safety training and program development in a unionized environment is preferred
  • Knowledge of the Occupational Health and Safety Act, Education Act, Environmental Legislation, First Aid requirements, asbestos regulations, and related codes/regulations is required
  • Valid Ontario Class G driver’s license and regular access to a vehicle is required
  • First Aid, AED, WHMIS, workplace violence/harassment, or related health and safety training is considered an asset

SKILLS/ADDITIONAL EXPERIENCE:

  • Experience working in a school board, public sector, unionized, or multi-site environment is an asset
  • Strong knowledge of workplace inspections, incident investigations, work refusals, corrective actions, hazard assessments, and Ministry of Labour reporting requirements
  • Excellent communication, presentation, consultation, and training skills
  • Strong analytical, problem-solving, report-writing, and documentation skills
  • Ability to interpret legislation, policies, procedures, safety reports, and technical information
  • Strong computer skills, including Microsoft Word, Excel, PowerPoint, Publisher, and related software
  • Ability to work independently, prioritize competing demands, respond to urgent issues, and maintain confidentiality
  • Knowledge of Fire Code, Building Code, occupational hygiene, ergonomics, monitoring/testing equipment, and workplace hazard controls is an asset
