The Opportunity
Under the direction of the Manager, Data Analytics and Insights, the Senior Information Analyst provides advanced analytics, forecasting, performance measurement, and reporting expertise to support evidence-based operational, managerial and strategic decision-making across the Nova Scotia Provincial Housing Agency.
The position supports the Agency's mandate and strategic priorities by reviewing data quality, strengthening reporting products, and leveraging technology upgrades to enhance organizational oversight, performance management, and service delivery. Through the effective use of data, analytics and emerging technologies, the Senior Information Analyst develops actionable insights that support evidence-informed decision-making, improve operational efficiency, strengthen accountability and enhance service delivery.
The Senior Information Analyst is responsible for transforming data into actionable business intelligence that informs strategic, operational and policy decisions across the Agency. The role oversees the development of reporting frameworks, executive dashboards, key performance indicators, data quality processes and analytical products that enhance organizational oversight and performance management. The position also maintains a centralized repository of analytical methodologies, standards and documentation to support consistent reporting, sound data governance and effective information management across the Agency.
What you'll do
Responsibilities
- Lead agency-wide data quality management initiatives, working collaboratively with corporate and operational teams to establish, implement and monitor data standards, processes, and information-sharing agreements across government.
- Build and maintain effective working relationships with internal and external data providers to leverage existing data assets, reporting products and analytical methodologies, while promoting consistent and effective information-sharing practices.
- Design and implement a standardized Agency reporting suite using enterprise system software, including the assessment of existing reports, identification of reporting gaps and development of future-state reporting solutions.
- Prepare accurate, timely and standardized monthly and quarterly reports for senior leadership and staff, validating and reconciling information across multiple data sources and formats to ensure data integrity and consistency.
- Extract, analyze and present data to senior leadership and staff to support asset management, policy development, communications, executive briefings, and other operational and strategic decision-making requirements.
- Develop, document and maintain analytical methodologies, reporting standards and key performance indicator frameworks to support consistent reporting, performance measurement and evidence-based decision-making across the Agency.
- Partner with business areas across the Agency to support performance monitoring, program evaluation, continuous improvement initiatives and organizational accountability.
- Provide data analysis, performance measurement, forecasting, evaluation support and ad hoc reporting to executive, operational, policy, communications and asset management teams, translating complex information into clear and actionable insights for diverse audiences.

Qualifications
Must have
- Bachelor's degree in a related field such as Mathematics, Economics, Computer Science, Information Management, Statistics, or a related discipline.
- Minimum five years of progressively responsible experience as a data analyst, data engineer, business intelligence analyst, or in a related analytical role.
- Demonstrated experience developing and maintaining executive dashboards, performance measurement frameworks and key performance indicators.
- Experience collaborating with internal and external stakeholders to leverage data assets, reporting products, analytical methodologies and information-sharing practices.
- Strong proficiency in data visualization and business intelligence tools (e.g., Power BI), SQL and/or PL/SQL, Python (or a comparable programming language), and advanced Microsoft Excel, including VBA.
- Superior analytical, critical thinking and problem-solving skills, with the ability to collect, organize, analyze, interpret and communicate large and complex datasets with a high degree of accuracy and attention to detail.
- Strong interpersonal, communication and relationship-building skills, with the ability to explain complex analytical concepts and present findings, recommendations and solutions clearly and effectively to technical and non-technical audiences.
- Demonstrated knowledge of data quality management, data governance principles and best practices, including experience improving data integrity, consistency and reliability.
- Experience developing documentation methodologies, standards and procedures to support consistent reporting, performance measurement and analytical practices.
Nice to have
- Experience with Yardi Property Management software, including an understanding of data structures, reporting capabilities and integrations.
- A graduate degree in a related field such as Data Analytics, Statistics, Computer Science, Economics, Public Administration, Information Management, or a related discipline.
- Experience working within a government, public sector, Crown corporation or other complex service delivery environment.
