Role overview

Job Summary:

The Senior Project Manager/Leader will oversee and coordinate cross-ministry governance, strategic planning, risk and issue management, stakeholder alignment, and executive reporting during the discovery phase of a major enterprise modernization initiative. Acting as the primary liaison between business partners, IT teams, and senior leadership, this role ensures collaboration across all workstreams to secure a successful launch of projects across EDU and MCURES portfolios.
Responsibilities:

  • Coordinate cross-ministry governance activities and maintain alignment among business partners, I&IT teams, and executive stakeholders.
  • Manage project schedules, milestones, risks, issues, and key deliverables to ensure timely and quality completion.
  • Lead the development, coordination, and tracking of TB/MBC and Strategic Planning Process (SPP) deliverables.
  • Support TB/MBC and SPP submission activities and coordinate procurement processes.
  • Prepare polished, executive-ready presentation materials and briefings.
  • Oversee project governance submissions and tracking through Planview and the I&IT UPM gateway process.
  • Plan and coordinate Executive Steering Committee, Director, and Working Group meetings, including agenda creation, meeting notes, and action item tracking.
  • Provide regular project status reporting to senior leadership covering progress, risks, issues, financial status, and recommendations.
  • Lead change management planning and implementation to support stakeholder readiness and organizational transition.
  • Develop and maintain comprehensive project plans, schedules, milestones, dependencies, and critical path activities.
  • Support onboarding of projects into Planview in alignment with enterprise-wide Project Portfolio Management best practices.
  • Ensure compliance with I&IT Project Methodology across all project phases and maintain necessary governance and project management artifacts.
  • Coordinate alignment of system development activities with project management phases, including requirements, design, coding, testing, deployment, and post-implementation reviews.

Required Skills & Certifications:

  • Minimum of 5 years of strong project management experience.
  • Specific business/application knowledge related to applications used for calculating annual funding allocations.
  • Expertise in change-management principles and methodologies.
  • Proven ability to anticipate and resolve problems ensuring deliverables meet budget, quality, and expectations.
  • Experience managing project schedules, milestones, risks, issues, and key deliverables.
  • Ability to support TB/MBC and SPP submission activities and coordinate procurement.
  • Skill in preparing polished executive-ready presentation materials and executive briefings.
  • Experience overseeing project governance submission and tracking using Planview and I&IT UPM gateway process.
  • Strong communication skills capable of conducting meetings and discussions with diverse stakeholders.

Preferred Skills & Certifications:

  • Previous public sector experience in an organization of equivalent size and complexity to the Ontario Public Service.
  • Experience designing and developing applications compliant with GO-ITS standards.
  • Understanding of ministry challenges related to data management.

Special Considerations:

  • Must be available for 5 days onsite as required.
